The Tax Policy Center, a joint venture of the Urban Institute and the Brookings Institution, has been filling an urgent need for effective tax policy analysis since it opened its doors in April 2002. TPC provides objective, timely, and accessible information to help policymakers, journalists, and citizens identify and evaluate current and emerging tax policy options. We believe that better information, rigorous analysis, and fresh ideas injected at key points in the policy debate can forestall bad policies and reinforce good ones. Since its inception, TPC has focused its efforts on four overarching areas: promoting fair, simple, and efficient taxation; assessing social policy embedded in the tax code; communicating long-term implications of tax and budget choices; and integrating analysis of federal, state and local tax policy issues. The Center developed a state-of-the art microsimulation model to analyze distributional burdens of the federal tax system and to estimate the results of proposed policy changes. TPC has established well developed relationships with the nation’s leading tax policy experts and scholars at universities, law firms and research groups, and has earned the trust of Congressional and other government officials who frequently seek testimony and advice from TPC.
